Tree Removal Cardinia Shire
Razor Blade Tree Specialists works across Cardinia Shire, from the growth corridor along the Princes Freeway to the bush blocks of the Dandenong Ranges foothills. We have dedicated pages for Beaconsfield, Pakenham, Officer and Emerald, each covering local trees, streets and permit questions. This page explains the Cardinia-wide rules that sit behind all of them. We are a family-owned business based at Narre Warren North, working with our own crew under a Level 5 qualified arborist since 2006.
About The Area
Cardinia Shire covers 1,283 square kilometres on Melbourne's south-eastern edge and had 118,194 residents at the 2021 census. It was formed in December 1994, and the council seat is Officer, where the Civic Centre sits at 20 Siding Avenue. Council can be reached on 1300 787 624 or at mail@cardinia.vic.gov.au. The shire neighbours the City of Casey and Yarra Ranges, and some localities, including Beaconsfield and Emerald, are divided with a neighbouring council, so it is worth checking which council your property is actually in.
Cardinia's permit triggers
Council says you may need a permit to remove vegetation on private property, and its guidance sets out the common triggers:
- Land of 4,000 square metres (about one acre) or more: a permit is likely needed to remove native vegetation, which includes trees, shrubs, herbs and grasses indigenous to Victoria.
- Overlays: a permit is likely if an Environmental Significance, Vegetation Protection, Design and Development, Heritage, Significant Landscape or Erosion Management Overlay applies.
- Earlier approvals: vegetation may have to stay if it is a condition of a previous permit, such as an offset management plan or approved landscape plan, or if a covenant or section 173 agreement applies.
- Canopy trees in residential zones: under Clause 52.37, a tree over 5 metres tall with a trunk circumference over 0.5 metres at 1.4 metres above ground and a canopy at least 4 metres wide may need a permit, particularly on vacant land or where the trunk sits near the front or rear boundary.
Clause 52.37 lists exemptions for dead trees, emergency works, maintenance pruning of under one third of the canopy and trees on the Victorian noxious weed list. Standalone canopy tree applications may be eligible for VicSmart, usually decided within 10 business days. Council's Statutory Planning team can confirm land size free of charge, and overlays can be checked through Council's Community Compass map.
Council land, power lines and bushfire
Local Law 17 requires Council's written consent to lop, damage or remove any tree or vegetation on Council land, roads, footpaths or nature strips, including dead vegetation. Council does not maintain trees on private property, and will not remove trees for leaf drop or shading of solar panels. In Beaconsfield, Pakenham and Emerald, trees near power lines are reported to Council; elsewhere they go to AusNet Services on 1300 360 795. In the hills, Victoria's 10 metre, 30 metre and 50 metre bushfire clearing exemptions may apply around houses built before 10 September 2009, subject to Bushfire Prone Area and Bushfire Management Overlay mapping.
Landscape and species
Cardinia's fire management plan divides the shire into zones including the Dandenong Ranges and foothills, where eucalypt forest with stringybark and messmate canopies is common. Council's local plant guide lists indigenous trees such as Messmate, Mealy Stringybark, Narrow-leaved and Broad-leaved Peppermint, Manna Gum, Gippsland Manna Gum, Swamp Gum, River Red Gum, Blackwood, Silver Wattle, Black Wattle, Black Sheoak and Coast Banksia.

Frequently Asked Questions
Which Cardinia Shire suburbs do you cover?
We have pages for Beaconsfield, Pakenham, Officer and Emerald. If your Cardinia suburb is not listed, call 0481 111 804 and ask.
When do I need a Cardinia Shire permit to remove a tree?
Common triggers are native vegetation on land of 4,000 square metres or more, overlays such as an ESO, VPO, DDO, HO, SLO or EMO, earlier permit conditions, covenants or section 173 agreements, and canopy trees in residential zones under Clause 52.37. Call Statutory Planning on 1300 787 624 to confirm for your address.
What is a canopy tree under Clause 52.37?
A tree more than 5 metres tall, with a trunk circumference over 0.5 metres at 1.4 metres above ground and a canopy at least 4 metres wide. In residential zones, a permit is likely if the land is vacant or the trunk is within the boundary areas shown in Council's fact sheet.
Can I remove a tree on the nature strip?
Not without Council's written consent. Local Law 17 covers trees and vegetation on Council land, roads, footpaths and nature strips, including dead vegetation.
Do bushfire clearing exemptions apply in Cardinia?
They can. Victoria's 10 metre, 30 metre and 50 metre rules may allow clearing around houses built or approved before 10 September 2009, depending on Bushfire Prone Area and Bushfire Management Overlay mapping. Eligibility should be checked for each property.
Who handles trees near power lines?
In Beaconsfield, Pakenham and Emerald, report them to Cardinia Shire Council. Elsewhere in the shire, contact AusNet Services on 1300 360 795.
How much does tree removal cost in Cardinia Shire?
It varies with tree size, access, slope, nearby buildings and whether stump grinding and green waste removal are included. We give free, no-obligation quotes.
Do you write arborist reports for Cardinia permits?
Yes. Cardinia's canopy tree fact sheet says an assessment by a suitably qualified person may be needed when removal is due to tree health or stability. Our Level 5 qualified arborist can prepare one.
