Tree Removal City of Greater Dandenong

Razor Blade Tree Specialists works throughout the City of Greater Dandenong, with dedicated pages for Springvale, Dandenong, Keysborough and Noble Park. Greater Dandenong brought in its tree protection local law in late 2023, so the first question on most jobs is whether a permit is needed. We are a family business operating since 2006 from Narre Warren North, with a Level 5 qualified arborist and our own crew. Quotes are free.

About The Area

The City of Greater Dandenong was formed in 1994, when the state government restructured local councils. It merged the former City of Dandenong and the eastern half of the former City of Springvale with industrial parts of the former Cities of Berwick and Cranbourne. It covers about 130 square kilometres and had 158,208 residents at the 2021 census. Its suburbs are Bangholme, Dandenong, Dandenong North, Dandenong South, Keysborough, Lyndhurst (shared with another council), Noble Park, Noble Park North, Springvale and Springvale South.

The tree protection local law. When the law was first proposed in 2022, council said it wanted to lift canopy cover from about 9 per cent to 15 per cent by 2028. Council endorsed the Tree Protection on Private Land Local Law 2023 on 11 December 2023. It protects any tree on private land with a trunk diameter of 40 cm or more, measured 1.4 metres above the ground, and removing one needs a permit. Applications need an independent arborist's report covering species, diameter, height, health, structure and retention value, plus the owner's consent where the applicant is not the owner. Council lists a fee of $113 per tree and an $85 application fee. Working on a protected tree without approval can lead to infringements or prosecution.

Pruning is exempt when a qualified arborist does it to AS 4373-2007 Pruning of amenity trees, provides their qualifications, and the owner keeps before and after photos. Emergency work is also exempt where part of a tree is an immediate hazard to life or property, as determined by an arborist with at least an AQF Level 5 qualification.

Planning scheme controls. From 15 September 2025, Clause 52.37 requires planning permits in many cases to remove canopy trees in all residential zones. These are trees over 5 metres high, with a trunk circumference over 0.5 metres at 1.4 metres and a canopy at least 4 metres across. It does not apply in the Low Density Residential Zone. Clause 52.17 controls native vegetation removal on land over 0.4 hectares. Where a planning permit is required, it replaces the local law permit, and planning rules prevail in any conflict.

The green wedge. About 3,740 hectares, around 29 per cent of the municipality, is part of the South East Green Wedge, covering parts of Keysborough, Bangholme and Lyndhurst. Much of it was the Carrum Carrum Swamp until it was drained in 1879. Remnant vegetation is identified mainly by River Red Gum, Manna Gum, Swamp Gum and Swamp Paperbark. A Vegetation Protection Overlay protects River Red Gums above a certain size between Hutton, Perry and Glasscocks Roads and Thompsons Road.
